If you operate a blog hosted by Blogger, namely, using http://yourblog.blogspot.com format, you can not upload files. This option is not enabled in Blogger-hosted site for security.

There are many reasons you might want to upload files to your blog. You may want to send PDF files for people to read, or a document in different formats. You can upload files by using this form, and then create a link to the blog post.
